This excerpt explains Texas SB 74 effective Sept 1 1969. It covers implied consent for breath tests for drivers. If probable cause exists an officer can request a test and if refused the Department sues to suspend the license up to one year. An appeal is allowed.

Shiner Rotary Little League opens with eight towns competing at Green Dickson Park in Shiner. Hallettsville edges Columbus 6-5 and Yoakum bests Pecan League All-Stars 5-3 in Monday openers. Friday and Saturday scopes show championship on August 2 with prize money for winner and runner-up.

All who want to learn to fly are invited to a July 31 meeting at Rudys Airport at 7 p.m. Local aviators from Victoria and Austin will discuss training programs and GI Bill eligibility. The Yoakum Aviation Committee sponsors note the July 13 Fly-In drew 800 attendees.
Miss Clara Ruhmann of Yoakum learns of the death of her sister Mrs. Georgia Ruhmann Larson 77 who died July 3 1969 in a Woodland California hospital after a long illness. She was born in Shiner in 1892 and moved to California in 1913. Survivors include her husband C O Larson of Woodland and five sisters.
Annie Valenta of Hallettsville and Glynes Schwalk of Perryton won trips in the Texas 4-H Town and Country Business Program Unit I agribusiness. They were chosen for leadership, project work and youth activities, and will attend the American Institute of Cooperatives meeting in Illinois. The Texas Federation of Cooperatives sponsors the awards.
A special statewide election will be held Tuesday August 5 1969 to consider nine proposed amendments to the Texas Constitution. Precincts are consolidated into six polling locations with Shiner East serving Shiner East Shiner West Mt Olive and Wied. Moulton. Moravia Moravia and Glecker Precincts.
Sister M Veronica will be honored at a farewell party Tuesday August 5 at 7 30 p m in the Catholic Parish Gym. Friends parents students and former students are invited to attend.
Funeral services were held Tuesday July 29 1969 for Elijah Britton Johnson of Gonzales at Seydler Hill Funeral Chapel. The Rev Claude F O Neall officiated and burial was in Denton Creek Cemetery. Johnson 82 died July 27 at Ridgecrest Nursing Home Gonzales. He was born August 31 1886 in Hohelenden Miss son of John Willis and Fannie Caldonia Beck Johnson. A retired rancher he lived on Route 4 Gonzales and was a Baptist Church member. Survivors include nieces and nephews. Preceded in death by two brothers William Thomas and Grover Cleveland Johnson.
The 163 Hermann Sons lodges across Texas will run a membership drive from August 1 to October 31. Grand President Fritz Schilo of San Antonio announces special monetary awards for both adult and junior members. The campaign supports a 200 camper weekly summer camp at Comfort and other fraternal activities nationwide. Shiner Lodge No. 20, led by membership representative Mrs. Emilie Sommerlatte, coordinates local efforts.
Mrs. Tom Jungbauer nee Mary Hlas of Shiner aged 92 years 10 months 23 days died July 21 1969 at Trinity Lutheran Home Shiner. Funeral from Buffington July 23 at 9:15 am to Shiner Catholic Church for Requiem Mass at 9:30 with Rev John J Hanacek. Burial in Shiner Catholic Cemetery. Survived by six sons Frank Tom Emil Eddie Jungbauer Joe F Rudy and others. three daughters. 25 grandchildren 25 great grandchildren and one great great grandchild. Her husband died in 1965. She came to America in 1892 from Netolic Czechoslovakia.
Archbishop Lucey sent Father Emil J Wesselsky to Loyola University for the 1st National Communications Institute where about 60 priests and five nuns studied modern media. The six week program used New Orleans radio and TV facilities to train church leaders in informing all people. Father Emil returned to St Joseph's Parish in San Antonio with the Kurtz family and visited relatives in Shiner from July through a train return to Colorado.
The Shiner Historical Marker was dedicated July 24 1969 at 7 30 p m in front of Shiner City Hall. Co sponsored by Shiner City Council and Lavaca County Historical Survey Committee it marked the 22nd Texas marker in Lavaca County and the second in Shiner. Local officials and a Boy Scouts color guard attended as Don Kaspar unveiled the marker and read a history of Shiner.
The Guadalupe Valley Electric Co operative Board endorses Amendment Four to the Texas Constitution to be voted August 5. It would exempt non profit rural water supply corporations from ad valorem taxes and reduce double taxation amid rising water rates. Jerry Johnson of Nacogdoches notes such approval aids rural water systems and needs for growth. The GVEC urges the public to approve Amendment Four on the August ballot.

Chester Terpinski announced completion of a new emergency whistle at Spoetzl Brewery. A two minute test run is set for Thursday July 31 at 12 noon and Friday August 1 at noon to familiarize residents with the sound. The alarm will be reserved for emergencies such as tornadoes or other hazards.
Mrs Martha Rose Muenich of Victoria died at 4 30 p m Saturday July 19 1969 at Citizen s Memorial Hospital in Victoria at age 70 3 3 after a six year illness Funeral services were at 2 p m Monday July 21 at Buffington Funeral Home Chapel Yoakum Rev Gordon Spong of Victoria officiating Burial in Shiner City Cemetery Pallbearers were Guy Brewer Otis Hermes William Castell W F Rohde Adolph Chumchal and Henry Riemenschneider all of Yoakum She was one of ten children born April 16 1899 at Weimar Colorado County Texas to John E and Johanna Aschenbeck Her family moved to Moulton then to the Shiner area in 1919 She married Louis Muenich October 16 1934 They farmed in Lavaca County later moved to the Stratton community near Yoakum Four years ago they moved to Yoakum and three weeks before her death she was moved to a nursing home in Victoria She is survived by her husband two daughters Evelyn Criswell and Mildred Wachtendorf both of Victoria two grandchildren three sisters Emma Huber Laura Herdick both of Yoakum Linda Berger of Shiner and two brothers Willie Aschenbeck Cuero and Arthur Aschenbeck Waelder She was predeceased by her parents three brothers Emil August John F George D and a granddaughter Elizabeth Ann Wachendorf }
