Wisconsin public reforms stall amid pension and highway clash

Democrats and Republicans clash over pensions and tax and public service changes while hearings begin on new tax measures and a securities bureau shift. The paper industry seeks to block rate hikes, farm trucking gains passage, and a mystery investigation into state hospitals is proposed alongside debates on city pension codes and university band travel funding.
