City plans interim fixes for aging Shafter sewer plant
Shafter City Council heard four interim sewer plant proposals from Public Works Director Lew Carroll and City Engineer Rex Mason. They seek to keep the plant operating for about five years with growth to 8,000 population, amid a moratorium discussion and funding needs.

Carr arraigned on charges in West Kern court
Russell Carr was arraigned in West Kern Municipal Court on October 27 and pleaded not guilty to assault and battery. The misdemeanor charges were filed October 20 by Deputy District Attorney Phil McNutt after a prior felony count of using excessive force was dismissed June 6 in Superior Court. Carr’s attorney blasted the case as vindictive and noted a polygraph claim. Johnson reportedly handled the polygraph. Trial is set for January 20, 1981, in Municipal Court Division The misdemeanor complaint was signed by T C Johnson.

Richland District Adopts New Apple II Computer
The Richland School District purchased an Apple II computer for district use, demonstrated to Board of Trustee members. Dr. Clifford Rodgers explained the trade off of saving $3,500 in County Superintendent costs by paying $4,600 for the setup, enabling tasks like report cards and class lists. the system features a 6502 CPU, 48,000 bytes of memory, discs for expanded memory, and a two-disc drive with new discs added as needed.
