Shafter debates sewer bonds and rates to avert backslide
Public officials warn that failing to approve improvements could force suburban areas to abandon the city sewage system and rely on cesspools. Bonds offer 2 to 3 percent interest though as high as 5 percent was advertised. Judge Shaw notes the plant is overworked and undersized, risking raw sewage discharge.
