A protest by inmates over bread quality at the Shafter Return to Custody facility was prompted by a sister’s report of stale bread. An investigation found bread the issue, not the menu, as bread deliveries were increased and a bread carrier change implemented. Building permit activity rises in Shafter Aug 1991
