Shafter City Council weighs prison facility bid and bonds
Mayor Linda Gragg chairs a council panel amid a stalled sale of a detention facility to the city for about 14.9 million, with Gardemeyer of Sacramento denying ownership and claims that state funds and bond structures protect city revenues. The plan would lease land to Behavioral Systems Southwest for a 500 bed state prison, creating ~125 jobs and ~10 million in local revenue, while a financing conduit would be the Shafter Civic Corporation and the CDC would cover costs and reserve protections.
