City of Shafter pursues RTC ownership via bond deal
City of Shafter seeks to own the Return to Custody facility within weeks or months if negotiations with the state succeed and the private developer exits. A series of contract amendments are pursued, aiming to resolve litigation over tax exempt bonds used to finance the facility. The plan hinges on condemnation by the city, transfer to Civic Improvement Corporation, and issuing bonds insured to shield the CIC from repayment risk.
