H. W. Pat Kelly of Shafter was elected to the Rotary International Council of Legislation at the District 524 Conference in Bakersfield. He succeeds J. Thomas Crowe of Visalia and was nominated by past district governors. Kelly previously served as district governor in 1947-48 and led Shafter Rotary in 1944-45. He will attend sessions connected to Rotary conventions in Atlanta in 1970 and Sydney in 1971.
