Juan Lopez Loza, 24, an Arvin farm worker, was struck and killed by an automobile on Lerdo Highway in California. Driver Charles Raymond Frankling, 23, of Bakersfield, was cited for driving without a license after witnesses said Loza weaved into the highway.
