He served Shafter for five years after eleven years in Orosi and has 18 years in education. Shafter records show construction value up about $100000 from the prior year through April. Building permits total $431893 for January-April 1974, well above the $354243 for the same period in 1973, with March passing the $200000 mark thanks to the Police Administration Building and three new homes.
