Citizen of the Year Johnston recognized for community service
Jon Johnston of Shafter is named Citizen of the Year for years of service. He chairs the Shafter Community Development Agency and serves on the City Council while leading Kiwanis and participating in the Chamber of Commerce and church duties. He and his wife Antoinette have two daughters and several grandchildren. Johnston retired after 35 years with Safeway Vons.

City to test emergency management plan training exercise
Shafter Police Chief John Zrofsky asked the city council to authorize a simulated emergency management training exercise in May or June. The four hour drill would derail a train carrying hazardous materials, evacuate residents, and test the EMP with EOC and field command post setup. Volunteers will handle shelters, feeding, clerical work, and messages while outside agencies participate and public communication is planned.

Holt 75 tractor draws crowd at California Antique Farm Equipment Show
Jack Nikkel of Shafter showcases a 1917 Holt 75 crawler at the Psstle Neo California Antique Farm Equipment Show. The Holt 75, built in Stockton in 1917 or 1918, was restored by Nikkel’s father Albert after purchase in 1956. The 13 ton tractor will be shown at Heritage Complex during the 2003 show opening Friday April 25, with parades, demonstrations, auctions and a Best of the Valley quilts exhibit ongoing through the weekend. Shafter Considers Senior Housing Zone Change
Shafter City Council held a second public hearing on Ordinance No. 553 to re zone about 8.6 acres east of North Shafter Avenue between Redwood Drive and East Tulare Avenue to a Medium Density Residential district. The Shafter Community Development Agency property would host a gated senior housing complex with 80 ground level units for residents over 55, with market and low income options. City manager John Guinn said a senior housing project is close, and the city maintenance yard would need relocation, with three site options under review across street from current yard, on East Ash near the Community Correctional Facility, or at the old Waste Water Treatment plant.

Non-profit groups seek plaza corner sales permission
Non-profit organizations asked city staff for permission to hold sales at the corner of James Street and Central near the Downtown Square, mimicking sidewalk sales in front of Stringham's Drug Store. City Manager John Guinn asked council for advice. The council declined the corner site for sales but permitted use of the arbor area on Central Avenue with a permit, and discussed placing signs attached to tables.
