Property Owners Seek Changes to Feather River Water Policy
Kern County Property Owners Association presented a six point program to the Water Agency urging changes in zones of benefit pricing and allocation. The KCPOA argues the agency must reflect mandatory provisions and revises a revenue schedule if the Greater Bakersfield Urban Area is removed from the service area. It proposes a 5 percent zone of benefit limit for urban areas and an excess profits recoupment clause for agriculture and water purveyors to reduce project costs. Donald E Hawkins notes the plan aims to determine direct economic benefit per member unit based on underground water overdraft. The KCPOA was a strong opponent of the $1.1 billion Feather River contract, which narrowly passed in a 22,418 to 21,829 vote, with city leaders previously pressing for flexible agency policies.
