Bush presidency harmed by court ruling on workers pay
Republican support for 187 alienates Latino voters who see the measure as an attack on their ethnic group. Lt. Gov. Cruz Bustamante decries the ruling as enabling employers to exploit undocumented workers while promising fair pay for a day’s work. Democrats plan Spanish language ads to ride the issue into 2004 races. The president faces a court majority seen as a mixed ally.
