Speed rules for horse drawn vehicles in California history

CHP notes that motorists must slow or stop for horse drawn vehicles to avoid frightening animals and protect riders. The 1919 vehicle code required drivers to exercise precautions and reduce speed when approaching horses, a standard echoed in later codes with wording simplified but spirit intact. Riders have rights and duties under the road rules, and horseback riding should keep to the right, avoid following too closely, and yield as appropriate.
