SSA disability reform aims to speed decisions and boost claimant input
The proposal seeks public access to more disability program information and greater claimant participation in decision making. It calls for a single contact point, simplified medical impairment criteria, better evidence collection, and a two stage process to improve accuracy and responsiveness. SSA administers Social Security disability and SSI, funded by trust funds and general revenues, with about nine million beneficiaries. Commissioner Chater warns the programs are at a critical juncture amid rising applications and heavy labor demands consuming about half of SSA's budget.
