Catherine Cooper, an ECU ROTC biology major from Shafter via Wichita, Kansas, heard Sara Kirkpatrick crying in a residence hall room and, with Amber Riley, summoned help. An IV glucose revived Sara, who avoided hospitalization. Cooper received a Citizenship Award January 18 for the lifesaving act and plans Army medical service.

Shafter City Budget Review Praises Fiscal Health
At a January 23 1996 meeting Shafter City Council declared the general fund in great shape with revenues above projections and expenses below expectations. City officials said the mid year review confirms the budget remains on target despite higher water and wastewater costs and a 10 percent rate increase approved in August for five years.

Derailment sparks lawsuit by residents
About 300 Shafter residents sue after a Santa Fe Railroad derailment in October released Freon-22 from a tank car. A toxic cloud forced evacuations near Fresno Avenue and Santa Fe Way. HazMat teams secured the scene as 29 cars toppled, 800 feet of track replaced, and roughly 1.5 million dollars in damage noted.

Richland Intermediate SCICON Dinner Near Porterville
On February 4 1996 Richland Intermediate School hosts its annual SCICON dinner from noon to 5 pm in the school cafeteria on Shafter Avenue. Three arrested in Shafter drug warrant bust
Three people were taken into custody by Shafter Police Saturday, January 27, at 1117 Central Valley Highway after serving a search and bench warrant. Officers seized 16 bundles totaling 1.06 grams of heroin. Two Hispanic men and one Hispanic woman were detained. names were not released.
