New Year's Eve passes quietly with few incidents in Shafter
The Shafter Police Log for Dec 31 2003 notes gunfire and fireworks and loud parties but no major incidents. Burglar alarms caused a fire risk from a live wire at Sierra and Acacia and a power outage lingered past midnight. Two arrests occurred, a 14 year old boy and girl linked to a burglary alarm then released, and Jose Pelayo 28 arrested for Battery on a Police Officer in West Tulare area. A burglary on East Tulare was reported.

Former Richland educator Tom Flanagan dies at 76
Tom Flanagan a longtime Richland District educator died Dec 21 2003 at age 76 A Bakersfield memorial service was held Dec 27 He spent about 40 years in education in Shafter rising from middle school teacher to curriculum director He served in the Army 1946 50 taught abroad for the US Air Force dependent schools in England and was active in Lions Club Grand Jury Phi Delta Kappa and other groups He is survived by his wife Mary and several children and grandchildren Donations may be made to St John’s Lutheran Church Buena Vista Project or the Diabetes Association.

Former Shafter official Gary Knox dies at 55
Former Shafter City Council member and Police Chief Gary Knox, 55, of Bakersfield, died December 22 2003 after a brief illness. Knox served as council member in Shafter and as Chief of Police 1989 1990 before joining Kern County Sheriff’s Department, and won a World Gold Medal in discus at the World Police and Fire Games in Vancouver representing California. He credited hard work and a coach for his success and was mourned by his wife Judy Knox and family during the holiday season.
