Quotas and penalties tied to 1965 farm parity plan

The draft outlines national quotas in 1965 with parity ranges for farmers who comply from 65 to 90 percent. An extra protection fund would back domestic allotments. Exceeding cotton yields incurs penalties. If Kern County’s vote delays quotas, no quotas or penalties would apply and price support would be 50 percent of parity for growers under allotments.
