The state property tax administrator reported Kern county 1969 average assessment at 23.2 percent of market value, up 1 percent from 1968, with 31 counties nearer the mandatory 25 percent goal for 1971. Twenty five counties fell, most of them.

Shafter High School begins the 1969 70 school year with oe Knikkeberg as principal from McFarland replacing Harold J Corrie who becomes Bakersfield High School superintendent. Neal Olsen rises to vice principal and Edward Janzen joins as counselor. Pre school counseling sessions set for August 27 28 at Buttonwillow and in Shafter with sessions continuing through the week. Opening enrollment expected near 950 with classes 8 20 a m to 3 10 p m.

Blood Bank To Visit Shafter On Sept 9
The Houchin Memorial blood bank will visit Memorial Hall in Shafter on Tuesday September 9 from 3 p.m. to 7 p.m. Led by Bill Banks of the Shafter American Legion post, the event is a community effort with support from the Chamber of Commerce city and local groups. Donors aged 21 to 65 may give one unit of blood. minors require parental consent, and donations are sent to Bakersfield for storage and free use in Shafter when needed. Auxiliary members will assist with rest and refreshments after donation.

Bus Safety Emphasized for Richland School Year
Richland parents receive assurances of safety as the 1969 70 school year begins with a thoroughly inspected bus fleet including one new vehicle. Kenneth Pipkin director of transportation says eight buses cover 28 routes about 500 miles daily serving about 55 percent of local students.

Richland Elementary to Open 1969 70 Term With Orientation
About 1 800 pupils will start the 1969 70 term at Richland Elementary School on Monday September 8 following teachers orientation and pre registration. Kindergarten pre registration runs August 27 28 and 29 with 1 to 4 pm sessions. New district pupils must show polio and measles immunizations. District operates eight buses and orientation runs September 2 5 for staff.

Palmer visits Shafter Rotary for district duties
Mg Oran Palmer, Rotary governor for District 524 from Bakersfield, visited the Shafter Rotary Club on Tuesday. He met with Paul Hoffmann and club officers at a 7 a.m. breakfast at the Shafter Motel and delivered an address at the noon luncheon. Palmer is a past president of Bakersfield and is free of office.

City Pay Schedule Clarified After Misunderstanding
The Shafter city salary plan delayed a 5 percent maximum increase until after a year of operation. At a council meeting officials confirmed the intent to start a 1 1/4 percent increase now and defer the top 5 percent until July 1 1970 after a year of trial.
