Farm Payments On Spuds Cotton Outlined By Official
T M Martin, chairman of the Kern County Agricultural Conservation Association, announced that farmers may now receive full payments on 1939 cotton, rice, wheat and potato allotments even if planting falls below 80 percent, provided the farm is not idle. The change follows a congressional amendment to the AAA act. If normal cropping is not carried out in 1939, the farm is idle and payments are limited, unless at least half of the soil-depleting allotment is seeded or cropped for pasture.
