Warne Urges Maximum Effort For 11 State Water Planning
Spokane Western states must intensify joint water planning to secure each state its share of growth. William E. Warne, longtime California water official, urged regional coordination, citing California Water Plan and the State Water Project as models. He praised the Western States Water Council and warned against lax planning, urging all 11 states to act now to harness regional resources for future prosperity.
