Cotton industry witnesses back current program and seek expanded levy

Fred Starrh of Shafter joined 22 other cotton sector witnesses before the House Subcommittee on Cotton Rice and Sugar, endorsing the program as costs fall and urging a non refundable research and promotion assessment on all textile and apparel imports and upland cotton. The panel voted to extend the assessment subject to producer referendum, citing a 68 percent rise in upland cotton market and exports tripling in the program’s first year. National Cotton Council leaders argued foreign producers and textile makers benefit from a free ride, while U.S. growers shoulder the tab as loan programs and prices show strong performance.
