The appeal, possibly to operators as well, may lead to another conference and settlement.
Seattle February 26 Steamer Bertha sailed last night by the inside passage for Seward and Valdez with 175 passengers and a full freight cargo. The Santa Clara arrived yesterday from Southern Alaska with thirty one passengers and ore from the Ellamar mine. Several eastern states seek to establish a maximum passenger fare of 2 cents a mile.

A Seward public school opened last Monday directed by Prof. P. H. Buck with forty-two pupils. Twenty-two in the upper four grades Fifth through Eighth will study under Buck at the Methodist church, while twenty in the lower four grades will be taught by Miss Kilpatrick at the Second avenue schoolhouse. A reception for Buck and Kilpatrick was held at the Methodist church last night, with invitations sent to parents and many residents attending.
Washington March 2 The house committee on territories voted to table the bill granting territorial government to Alaska and rejected a Senate substitute. Delegate Swineford urged action but the panel cited divided local opinion as the reason to kill the measure.
Maj Ballaine outlined Alaska valleys in central and southern regions, noting latitude similarity to parts of Northeastern Europe, potential 15 million agricultural population, and climate with 18 to 20 hours of daily May to August sunshine aided by the Japan Current, predicting rapid vegetation growth compared to the Ohio valley.
The lumber vessel Bark Ferris Thompson with 400,000 feet of lumber anchored in shallow water above town after arriving near Resurrection Bay following a voyage from Seattle. Capt. M. White, who bought the ship last year, plans to shuttle cargo on the coast, including coal to Kotzebue Sound, as adverse winds forced a detour from Cape Flattery. The ship, built in New York thirty years ago, has a long history as a West Indian sugar trader and coast tramp. February temperatures ranged from 11 to 45 degrees, averaging 31.64 for the month.
