A chaotic war news summary from Washington reports Consul General Lee leaving Cuba at noon, Spain proposing new terms, and McKinley set to send a message to Congress. The dispatch argues intervention is needed but urges Congress to defer to the executive, with independence unrecognized but possibly if McKinley concedes. War could erupt at any moment by Congress Spain or Havana, as Consul General Lee and colleagues leave Havana at noon. Six U.S. vessels are sent to Havana to intervene after the message, while Woodford remains ready to depart Spain once diplomatic rupture occurs. Consul Lee returns to the United States today, and Woodford plans immediate travel to France if directed.
