Telegraph dispatches from Rome and Chefco describe Japanese bombardment of Port Arthur on September 15 and 16 and say about 600 Russian cavalry were captured near Palichwang. The reports also note renewed demands for surrender and threats of hanging future messengers as General Stoesser vows to resist to the end.
Reports from St Petersberg and Tokio on Sept 17 describe outpost fighting south of Mukden and along the Liao river as Kuropatkin faces Kuropatkin and Oyama moves to a possible major advance. Dispatches note Russian patrols repulsing attacks while Japanese forces mass near Yental and Hentslaputse.
Russian cruiser Lena sailed to Mare Island for disarmament under escort from Marblehead. Navy reports two more Russian cruisers near the Pacific coast possibly heading toward Puget Sound or between Hawaii and the coast. Boston and Bennington left port for Magdalena Bay while observers watch for Russian or Japanese warships.
Judge George voids his prior ruling on liquor without license and fines two druggists twenty five dollars each. He warns heavier penalties for future violations and reasserts that the complainant must prove prescription sales. He contends city attorney lacks prosecution power, leaving it to the prosecuting attorney.
Frank Cassell paymaster for the Great Western distillery was knocked down and robbed of a matchet containing $2,700 while heading to the distillery to pay the men. The robber is being pursued by a horse. The city engineer's office closed to attend J. Bek's funeral. Bek served in engineering and lately as street inspector.
John King once jailed in Seattle on charges linked to the Ferndale post office robbery remains in custody for a federal hearing set for September 28. The Star pressed police to notify federal officials, while Inspector Weyland claims sufficient evidence exists to proceed.
London dispatch reports a Telegraph Informant suggesting peace may come sooner than expected ending the war without mediation. He argues Russia could crush Japan alone but would suffer heavy losses and invite other powers to press claims in the Far East. A Russo Japanese alliance is considered potentially advantageous, with General Kurokine named as a proponent.
Berlin report says physicians declare death agony has begun as Prince Herbert von Bismarck remains barely alive at midnight. latest condition described as critical and unstable.
Dr. Kidd deputy state veterinary administers a tuberculin test to 60 cows owned by R. Sartor in Renton to identify tuberculosis. The test, first of its kind in Seattle, uses inoculation to reveal diseased cattle after arrival of tuberculine from Pullman College.
The board of health will inspect the Cedar river watershed near Barneson, despite objections from City Engineer Thomson and aides. They seek to determine if Barneson threatens Seattle water with typhoid germs, with possible condemnation of the townsite or stricter sanitary rules.
In Bremerton on September 17 a call for up to 160 additional workers at Puget Sound navy yard appears politically tinged. The commandant has authority from the secretary of the navy to enlist these men before the upcoming national and state elections, with 43 already at work. A prior law bars adding workers within 60 days of an election, though another statute remains in effect.
The secretary of the navy can call on men for work within a 60 day limit when needed. Officials cannot electioneer, but voters may favor an administration that provides jobs. About 1,100 to 1,200 workers are at the yard and 300 to 400 are employed by contractors.
Coroner Hoye reported a dead body on Maury Island near King county. Identified in Tacoma as Al K. Armstrong, a painter. He had drowned two weeks earlier. Meanwhile Mr. John Martinson and Miss Nelson of Silverdale, Wash. wed September 16, 1904 in Seattle at Rev. Martin L. Larson’s residence.
The jury in the murder case of Susan Rumbeaux against James Rumbeaux at Walsh Lake could not reach a verdict after deliberating overnight. Superior Judge Tallman denied a discharge and ordered another attempt to agree. The state alleged first degree murder while the defense claimed accidental shooting. Rumbeaux reportedly exonerated his wife as he lay dying, a statement not admitted to the jury.
