City May Grant Cheaper Water

Special Council committee nearly agrees a 20 percent water-rate cut is feasible by shifting 172 500 from the general fund and delaying or counting out certain water fund expenditures. Murphy and Daulton push for a 20 percent reduction with a plan to cover debt and Cedar River system costs, while opponents warn the full 33 1 3 percent is unlikely. The panel notes potential revenue from meters and vacant-property taxes, and debates extending water mains and lawn watering policies.

Water fund surplus eyed for emergencies and fund balance

The sub committee expects unlooked for mundane expenses and a modest reduction leaving $24 000 in the water fund by year end. Most councilmen favor boosting the surplus to about $75 000 as a reserve for emergencies and as a bank account for the general fund if tax levy falls short.
