City Comptroller H. W. Carroll urged bringing department accountants under his office to boost efficiency. Geo. F. Russell of Public Utilities and other department heads opposed the move, joking about autocratic control. A plan to relocate outside departments into the county city building drew majority support.
Edward C. Wilcox a bailiff in department No 1 was crushed by an elevator on the third floor at noon Wednesday in the county city building. He was rushed to the city hospital in serious condition and joked with a reporter as he waited for help. Wilcox a Civil War veteran lives at 4908 42nd Ave.
Action to foreclose a mortgage for 56 000 dollars was filed in superior court Wednesday by James Fanchion an Alaska mining man against Peter V Cerint and others. The mortgage secures a 56 000 dollar loan made on March 1 1921 to Cerint and his wife and is backed by valuable mining lands at Blackriver.
A Seattle China club delegation urged Immigration Commissioner Husbands and Labor Assistant Secretary Henning to intervene against what they call a CP rail driven harsh interpretation of immigration rules. Vehement denial was issued that the Industrial Workers of the World executive council in Chicago ordered pickets to come to Portland. Attorney BR Green for the Portland local said the I WW has local autonomy and the Portland group did not request any general council order.

Chief Deputy Prosecuting Attorney Ewing D. Colvin filed criminal proceedings Wednesday against Kichio Arai and Tom Okubo for conspiring to evade the state anti alien land law. The men are accused of holding a 21 % acre farm on Vashon Island valued about 5000 dollars with title transfers in 1921 to evade the law. The case could hinge on whether Arai was US born and thus an American citizen entitled to hold land, while Okubo is named a Japanese subject. Conviction carries up to one year in prison or a 1000 dollar fine.
Walla Walla Oct 25 A citywide search continues for William Holly and Fred Carlson who escaped from the penitentiary yesterday. Sighted near the north side of the Walla Walla river by the potato fields, shots were fired but no trace found. Holly served one to five years for criminal syndicalism and Carlson one to 15 years for second degree burglary.
Portland report details a blaze at Washington High School around 2 AM causing $750,000 in damage. One firefighter, D. B. Gabriel of Company 26, was killed when a wall collapsed. Several others suffered minor injuries as chemicals in the lab exploded amid the flames.
The coast guard cutter Mojave, after being disabled near Guam, is 900 miles west of Honolulu and moving under its own power toward that port with a party of government officials aboard, per a Treasury Department message.
