Five thousand city employees faced withheld pay as Mayor Caldwell vetoed May 25 payroll ordinances. The Service League plans to sue City Clerk Carroll to issue checks, arguing the mayor manipulated the veto to block funds. The dispute centers on charging expenses to the railway fund and potential emergency measures to pay other departments.
County Commissioner Claude C. Ramsay was drawn into the grand jury inquiry into the ferry scandal. The panel visited Leschi and Medina to inspect property Ramsay owns, amid accusations his Medina holdings rose in value due to the ferry deal. Capt John L. Anderson greeted the jurors. New York May 26 The first session of the People's Tribunal of the Arbitration Society of America opened amid a scuffle as principals refused cameras. The scene shifted to a boy named Charlie who, aged by a dozen years in an emergency, cried softly, returning to his childlike state.
