Captain Wade of the Edward Pierce reports his steamship came under bell fire for two hours and was chased by a submarine until sighting Cape Henry lights. Twelve shells were fired and two torpedoes launched as the ship outdistanced the U boat in Norfolk, Virginia.
Rome June 13 The pope expressed through a message to the bishop of Lombard that misinterpretations of his stance on the war are unfounded. He declared he will continue to spare no efforts to work toward ending the conflict.
Washington reports the United States seeks an arrangement to send aid or troops to Russia under American leadership, with Russia rejecting Japanese led expeditions. A tentative plan envisions empty U S ships carrying troops to Russia, aided by loyal Russians and allied forces, aiming for a July 4 announcement of a large departure.

War department plans to ask Congress to amend the draft law to cover men aged 18 to 45 or 49, aligning with Britain and interallied treaties. The proposal would not force all eligible into combat, maintaining service limits of 21 to 35 for Military Service while expanding the pool for training and other duties.
Men of draft age in non essential industries shift to new work or fight policy effective July 1. Elevators and other service posts fill with women as men leave. Union officials note few draft age workers remain and many are disqualified by disability. Some men relocate to join allied forces while others switch to civilian roles.
The text of the work or fight draft order was received Thursday in Seattle by the district exemption board and is being analyzed to determine its application after noon.
British airmen aiding French on the western Oise front claim 29 enemy planes destroyed since last Saturday's drive. They also dropped 21 tons of bombs. On the Picardy front two enemy planes were shot down, two driven down out of control, and 18 tons of bombs were dropped damaging Cambrai railway and Framicourt billets. one British aircraft is missing.
Paris dispatch reports German forces used five divisions between the Aisne and the Forest de Villers Cotterets. The Exchange Telegraph correspondent says losses are estimated at 20,000 men.
United Press reports June 13 that German forces halted their advance on Compiegne as civilian evacuation accelerates. Refugees reach Paris by special trains while Hindenburg eyes a new route east toward Paris, with forest defenses at Villers-Cotterets promising brutal fighting. Foch may cede ground to force German overreach, preserving capital as casualties mount.
French forces launched their first counterattack on the east wing of the Oise front pushing Germans back across the Matz river. They withdrew east of the Oise along Bailly, Tracy le Val and Nampcel, capturing 400 prisoners and seizing cannons and machine guns.
June reports describe heavy fighting along a 50 mile arc from Montdidier to the Villers-Cotterets forest, with intermittent clears near Thierry and a 25 mile added sector to the Marne front. French forces press west on the Oise front while containing German advances in the center.
