German Socialists Back Russian Peace Position in Brest-Litovsk Talks
Amsterdam January 4. Chancellor Hertling told the Reichstag main committee that Foreign Minister Kuehlmann would reject Russian proposals to move peace talks to neutral soil. German delegates at Brest-Litovsk were instructed to press for Russian territory now held by Germany and to continue negotiations. A center party member and an unnamed socialist supported the view that Poland, Lithuania, and Courland are separate Soviet entities and that troop withdrawal is a Russian stumbling block. A center leader cited in Berlin said the aim is lasting peace with Russia and to avert future war. Constitutional bodies in Poland, Lithuania, and Courland are seen as expressions of the people's will.
