The Supreme Court ruled the draft law constitutional in a unanimous decision led by Chief Justice White. The court rejected claims that conscription violated the Thirteenth Amendment and held that citizenship includes the obligation to render military service when necessary to defend the nation.
Seattle plans a city fish program within ten days offering salmon at seven cents a pound. Health officials set up sale stalls in Pike Place market with inspection by Dr. F E Smith. State-supplied stock will be frozen for hospital and public use, with five percent payment to the state and distribution to institutions as needed.
Paris Jan 7 An early conference of allied premiers was reported as likely to be called soon. It will decide the outline of a joint restatement of allied war aims.
Washington Jan 7 American war effort will continue at full pace with no letdown despite signals of peace. Secretary Baker and officials insist preparations remain, while peace is viewed as a German decision and allied terms discussed by Lloyd George reflect U S positions.
Amsterdam January 17 The Brest-Litovsk peace talks are deemed concluded in a Berlin to Russians message sent by German delegates. It states the 10 day window for other belligerents to join has elapsed with no replies, and that the central powers record no participation declarations.
In Fort Hancock Texas on January 7 the Villa bandits, about 150 men, were defeated by 200 Carranza cavalrymen from Juarez on the Mexican side near the border. The bandits fled southward afterward.
Judge McCredie announced Paddy Sig Bird, a popular Ducks baseman, will manage Portland's Northwestern league team. Remainder mentions Paul C. Kubank, 87, pioneer of Beattie, dying at his son George Eubank's residence. unclear details follow.
Berlin reports Germany has paused peace talks with Russia after Moscow requested moving the meeting from Brest-Litovsk to Stockholm. The official German statement cites the transfer demand as the cause.
Sergeant George H. Comstock former head of the city squad faces a federal conspiracy charge with Raleigh Faulkner to illegally ship liquor into Seattle. He will be arraigned January 16 per Comissioner McClelland. Comstock sought liquor found in his home claiming it was obtained on permit. Chief Warren directed him to Sheriff Stringer.
Harris, a 40 year old laborer living at 1818 Sixth Ave, has been reported missing since Saturday. His wife says he left home to look for work and has not returned.
Denial by Herman A. Frye at a disbarment trial that Mayor Hiram Gill had any dealings with Gil Hoyt Frye since becoming mayor in 1914 was offered under oath. Duncan argued women should not work on street cars, urging higher wages for men and criticizing service as rotten. He noted patrons berate conductors and warned union members to refrain from attacks.
A bomb hidden in a desk at Rochester Continuation School injured Carl Burewall, 17, seriously, as he says he was firing the furnace in the cellar when it exploded. Police suspect a time device set by pro Germania and that the blast occurred prematurely.
