Report from Warsaw notes street fighting between high school youths and Cossack police. Mothers aided the girls, knouts used, 390 arrested as rail traffic remains halted. London dispatch says strikers damaged factories, infantry fired on protesters with unknown outcome.
Delegates gathered at the Grand Palace and Washington hotel to celebrate the Elks birth of the Baby Elk. A 700-member audience enjoyed vocal solos, a Shakespearean reading, and a banquet with toasts.

At 420 Denny way last night the North Seattle and Queen Anne Improvement clubs unanimously backed the proposed street railway franchise by J A Moore and D H Gilman. George Gilson urged the project despite opposition from Councilman Crichton who warned against relying on the Seattle Electric company and pressed for First and Second avenues service. Crichton argued in favor of conditions and transfers, while Gilson and others vowed to press for the franchise and to beat council opposition.
Anna McInnis Mamie McInnis and Mrs Nellie Duke sue their brothers John C and Daniel McInnis in superior court to force deed back title to properties left by their father on condition they support their sisters and mother. They allege no support or funds from the estate in two years. Father died in 1905 leaving an estate of 15000 to 20000 dollars.
In Moscow on February 23 the body of Grand Duke Sergius was moved to St Andrews Church for a service. The imperial party entered as officials formed a circle around the bier. Grand Duchess Elizabeth stood at the coffin’s foot as ten metropolitan bishops led the rite and the imperial choir sang. Grand Duke Constantine supported the duchess as she bent to kiss the dead.
In Olympia on February 23, Mrs Emma Moffatt sees progress as the house appropriations committee favors a 6000 relief bill for the Florence Crittenden home. Spokane's Lindsley introduces a bill for a joint topographical survey of state lands with the government and the USGS backs funding equal to the state share. The plan seeks 25000 dollars and targets Cedar River watershed surveys benefiting Seattle.
George McIntyre fell from a stair at 2 15 pm at the Merchants cafe 109 Yesler Way suffering a split head and broken cheek bone. He was treated at the police station by a physician. The Shasta sails tonight from Bellingham to San Francisco with 25 passengers and 750000 feet of lumber. Norwood and Rainier depart San Francisco for Seattle tomorrow with cargo and freight for this port. Princess May to resume Vancouver Skagway runs on March 1 after winter layup due to low business.
