Consul General Fowler at Chefoo reports it is reliably believed the Russian cruiser Pallada was sunk on the night of August 10. Russian officers claim they saw a Japanese vessel go down and would rather surrender than risk destruction. The dispatch notes disarmament at neutral ports.
The American consul general at Shanghai reports to the State Department that two Russian ships at Shanghai harbor must disarm or leave at once. The Russian consul says the ships need repairs to sail. The Japanese consul general then demands disarmament.
Telegrams report the Russian cruiser Diana reached Vladivostok after escaping from Port Arthur during the August 20 sortie. The vessel eluded pursuit by Japanese forces in the action.
Aug 16 reports from Ikiao Chow London and Chefoo describe the Russian battleship Cearevitch and three torpedo boats withdrawing flags, a protest by Russia over Japanese torpedo boat destroyer actions, and word of a Russian squadron sortie returning to port near Fort Arthur. A major fire in Spokane caused about 130000 in losses to the Grote Rankin Furniture company and the Washington Liquor company. The blaze started in a smokehouse and spread to adjacent buildings before being checked at the Grote Rankin storehouse.
