Aug 8 report from REVAL describes a student in disguise boarding the warship Pamyat Asova. Officers ordered arrest but sailors blocked firing. Four officers escaped in a small boat later sunk by mutineers. officers swam ashore. Torpedo boat crew refused to join mutineers and departed.
Five hundred persons attending a revolutionary meeting in Riga were surrounded by a dragoon body and captured.

Dallas Oregon, Aug 8. J H Flower, a local lawyer with a family and practice, was arrested this morning on charges of raping the seven year old daughter of James Roses, a liveryman. A preliminary hearing is planned.
The King County Veterans Association asked the city council to endorse its resolutions inviting the national organization to hold its 1999 convention in the city.
In Montgomery Alabama Robert L. Dix a Black man was executed by hanging for the murder of Bert Pasnell a Birmingham street car conductor following a fare dispute. In San Antonio Texas M L Mays a Black man was hanged for killing Leon Woods after taunts about his race prompted the crime.
Witt Mr. Thompson qualified for the office of especial officer this morning in the George Ricard Adame detention case. After discussing technicalities with U S District Attorney Sullivan he will begin hearing the claims of those affected by the assay office cashier’s act. Miners from Alaska have begun filing cases for damages.
A Vancouver police report notes Mrs Chambers accused her husband of running a poker game in his room on one of the main streets. She said she would testify if needed, though police claim there is no gambling in Vancouver.
The U S Army transport Buford left Skagway yesterday. Beattie transports arrive August 6 with the Third Regiment on board. Four companies the band and the headquarters will station at Port Townsend with additional companies sent to Fort Wright near Spokane.
George Monda a fruit and meat dealer was arrested for assault and battery on Bam Alhadeff another fish dealer. The men clashed over buying fish at the same price on the waterfront yesterday and Monda assaulted Alhadeff while attempting to explain after a language misunderstanding. Judge George will hear the case this morning.
Henry Brown aged 61 was found in a box car on Railroad no 8 by car repairer John Laiby. He was severely injured after being thrown to the floor when the car was shunted by a locomotive during the night. Brown was taken to Wayside hospital by Detective Adams.
Six railroads with terminals in Mt. Paul Minneapolis and Duluth secure a temporary injunction until August 20 barring ticket scalpers in those cities. The measure aims to curb speculation during the Grand Army encampment in Minneapolis the week of the 12th.

Seattle school board completed a corrected census listing 26 158 school children, 1 500 more than the initial report and 2 211 more than 1905. About 6 077 pupils over six did not attend. Teachers numbered 492 with male salaries averaging 108.02 monthly and female 78.09.
Emil Herman the socialist speaker arrested twice recently on street talks had his case dismissed awaiting Mayor Moore's return. He will be away for 45 days and pledged not to address crowds on the street until a designated speaking place is provided by the mayor.
