United States forces seize Vera Cruz after a tense dawn to dusk landing as officials debate a dead or alive order for Huerta. Congress approves Wilson Mexico policy, with marines and bluejackets advancing, securing the coast and signaling possible further action.
Admiral Fletcher released the official casualty list from Vera Cruz. Dead include John F Shoe Wer of Florida born Brooklyn 1889 and George Poinsett seaman born Philadelphia 1894. Wounded include C R Harshberger and J L Kwapick among others. several seamen and privates reported severely or slightly wounded.

San Diego April 22 additional men rushed to Tiajuana from Ft Rosecrans and two field guns were taken along. Mexican federal soldiers continue entrenching and have mounted machine guns on hills behind the town.
