Acting on orders from Admiral Craddock the British steamer El Zorra refused to transport ammunition from Vera Cruz to the Huerta forces at Tampico. The cargo was discharged after the captain cited England's friendly relations with America forbidding war material transit.

The Dick militia law allows the president to call state militia and reserve militia including all citizens 18 to 46. Section 7 sanctions harsh penalties for failure to report, up to possible death, upon muster into U S service.
Denver dispatch reports from John McLennan district president of the United Mine Workers say nine people died in the Ludlow clash between strikers and militiamen. Four strikers and an unidentified girl plus three others are listed among the dead with two women missing.
Washington April 21. President Wilson considers Army and Navy strategy board recommendations to begin an expeditionary force for Vera Cruz at once. Reportedly the force would include the Texas City regulars as the blockade starts.
