Washington April 4 The Spanish Treaty Claims Commission met in the attorney general's office to set the starting date for the six month period to refer claims. Damages claimed exceed 88 million dollars, mostly on 1 3 percent contingent fees. Most claimants bear Cuban or Spanish names.
The four masted schooner Otella Pedersen was launched at the White Shipbuilding yard in Everett with Mrs. Otella Pedersen christening the vessel by breaking a champagne bottle. The ship measures 210 feet overall 39 feet beam and 14 feet 6 inches depth and will finish mast stepping and trimming in two weeks before entering service for San Francisco clients.
A Singapore to London dispatch reports the Angoin wrecked near a reef six days from Manila. Of twelve aboard, two survived after drifting four days to a land near northwest of Dorneo. Survivors claim mates went insane and killed themselves or were killed with cannibalism reported.

S P passenger train No 1 wrecked at Morris Hill Nevada at 8 last night. Firemen Loder of Wella and Hickman of Ogden were instantly killed. Engineers Warner of Ogden and McBride of Wella seriously injured. Train derailed at 50 mph, baggage and mail cars burned. two passengers killed and one mail clerk injured.
In Santiago de Cuba the forward portion of the submerged US collier Merrimac, sunk by Lt. Richmond P. Hobson, was detonated with 1500 tons of dynamite producing a 40 foot water fountain. Debris and dead fish littered the harbor as sightseers watched the blast from nearby vessels. The remaining portion to be blown up later will clear the harbor of obstruction.
Pekin reports Li Hung Chang agreed to the powers terms and the Hat of punishments, easing China’s last obstacle to peace. The imperial court hopes to return to Pekin soon after foreign troops depart. London circles see raised tension between Russia and Japan but warn war would hurt both sides.
In a row during an Easter celebration, Sabbatha Pigincell killed his brother Pietre and seriously wounded their father after an axe wound opened Sabbatha’s scalp. Pietre tried to help and felled Sabbatha with an axe before Sabbatha fired two shots, killing Pietre and wounding the father. Sabbatha lies near death, not expected to recover.
In Liverpool on April 10 Morell and Mr Agnew of Agnew and Bons arrived aboard the Etruria. Agnew says he possesses the real Gains Borough painting stolen in 1876 and declined further comment before departing to London with the painting.
In Cincinnati a public school principal Judge Benjamin M. Weed was found in a yard with throat cut from ear to ear and ragor in his band. He appeared mortally wounded and letters on him indicate a suicide intention.
Steamer Centennial with Captain Anderson arrives from San Francisco at 1030 last night carrying a large cargo and a few passengers. She will load freight for Honolulu and sail again on April 1 returning to Beattie and the Nome run for Northwestern Commercial Co.
Steamers Oregon Farallon Dolphin and Hertha tied at Weehawken with two schooners Gen Sigma and Martha W Taft. Humboldt capt Bonfield sailed for southeastern Alaska with 63 passengers and 2 tons freight. Farallon to sail for Lynn Canal tonight, about 20 passengers and lumber cargo. Al-Ki to sail for Hirag Way tomorrow night at 9, under hull inspection. Goldborough destroyer tests speed aiming for 3 knots an hour with hull inspections aboard local inspectors. coal updates hope to reach 64 knots with soft coal and 80 with hard coal.
The British ship Senator reached Smith Cove docks last night from Wei Hei Wei and will load wheat for the United Kingdom.
The city’s new ambulance arrived last night and will be placed at Capt. Wees barn on Jefferson and Fourth to day. A telephonic link to the fire department will be established at once and the vehicle will respond to calls within two or three periods. Built on Studebaker'S best model it features light oak interior sanitation and adjustable cot. Capt. Hogle has contracted city work for 140 dollars per month.
Frank KB Cooper, Salt Lake City public schools superintendent, elected Seattle public schools superintendent to replace Frank J. Barnard whose one year term ends in May. Cooper, described as highly educated, previously led Des Moines schools. Barnard declined comment. Aurora Past No. 187 fraternal group forms in city with head offices in Taylorville Illinois.
