City council held first reading on an emergency ordinance to enforce Public Proclamation No 12 amending Proclamation No 10 establishing a restricted lighting zone. It proposes second and third readings, penalties, and immediate effect, with Proclamation No 10 remaining in force until October 25 1942.
The Seal Beach Parent-Teachers Association executive board, led by Mrs. W. S. Knighton, schedules a Tuesday morning meeting with room mothers to craft a community recreational program for children and youths. Rising social tensions such as zoot suit gangs and last weekend’s Long Beach Auditorium incident motivate local action to offer healthy pastimes, especially with rationing hindering travel to other areas.
A solarium end room once a cafe and tackle shop near the pier is being converted into a recreation room for service men. City workers removed partitions and the Seal Beach Salvage for Victory Committee will fit it up, using salvage-tram receipts to cover costs. The committee includes A. W. Armstrong chair, Roy Thomas, J. R. Addington, Mrs. Dora Jones and Mrs. Frances Mitchell.
On Thursday night two building owners Mrs Frances Mitchell and Mrs Ruth Meissen plus Harry Fay representing another owner urged the day council to extend the vacancy deadline for peninsula properties. Six buildings have been condemned on the state housing division recommendation and are now occupied by defense workers. The owners offered minor repairs and noted wartime needs.

Protesters from Seal Beach and Orange County officials gathered at the Los Angeles County Planning Commission as Long Beach proposed a 168 acre site east of the San Gabriel River flood control channel near the Orange County line for a dumping ground and incinerator. The plan, owned largely by Susanna Bixby Bryant, includes six acres of Hellman property and would sit within a quarter mile of Seal Beach city limits, triggering strong local opposition.
At city hall last Friday night the Seal Beach Red Cross elected L A Patch as chair and unanimously chose Mrs Grace Haskell as vice chair Mrs Irene Russell as secretary and Mrs Louis Pranter as treasurer Also elected were Laura B Warren and John S Roche who spoke on Red Cross history and functions The new officers met Monday to plan the coming year with monthly meetings scheduled for the second Monday
The City of Seal Beach acquired a building on Central and LE Highth as headquarters for the War Price and Rationing Board during the war. Former airport offices, it was borrowed through city agent Ben Krenwinkel, loaned by Mrs. Vivian Laird and Raymond Jasper, with OPA providing equipment. The city will handle repairs and utilities.
The Board of Supervisors passed a resolution enforcing the new salary ordinance with raises effective October 16. An amendment proposed by County Counsel Joel Ogle would reclassify staff in several departments and allow a 50 percent increase in deputies during emergencies. An emergency ordinance to enforce Proclamation No. 12 on hour limits was also approved, mirroring a model from a recent attorney general meeting. A further amendment to the salary ordinance may be considered next week.
