Claims clog Court of Claims slows progress and costs claimants

The Court of Claims faces an extended work backlog with over 2 000 cases on the docket including 300 Indian depredation and 6 000 Pennsylvania Border Raid claims. Delays arise from government readiness and pretrial holdups, forcing decades long struggles like Nathaniel C McKay whose father supplied yeomen to the Union. Secretary Carlisle's loan scheme also risks failure as investors misunderstand bond premiums and value. Kentucky Democrats fear Blackburn’s successor, and Wilkes-Barre post office and a new federal building bill are noted.
