Ned Warren a 62 year old convicted extortionist and former Arizona land promoter surrendered to Maricopa County deputies shortly before 1 p.m. today on a 20 count grand theft by false representation warrant tied to an alleged land fraud scheme from 1971 to 1972. Authorities said CMS lost about 17920 and Warren acted as broker for the sale of undeveloped land near Seligman called Chino Grande Ranchettes with sales mainly to servicemen in Japan.
