Scottsdale address by John Moran says Judge Muecke had authority to freeze inmate capacity at 2125 for Florence Prison and a plan to cut 300 inmates is under way. Moran warns rehab limits and warns prison expansion needed while budget grows from 32 to 45 million for 1978.
United States and Soviet negotiators in Geneva discuss a new SALT pact to reduce nuclear stockpiles slow arms development and set ceilings on major missiles. Key points include limits on multi warhead ICBMs and temporary cruise missile limits with about 300 heavy missiles allowed for the Soviet side. The White House says no concessions without matching Russian terms and the treaty would run through 1985 with an initial three year protocol on controversial weapons.
Fifty three people from diverse groups attend the Brookings Plus Five STEP forum in Scottsdale held at the Scottsdale Center for the Arts. They will discuss future directions from 8:30 a.m. to 4 p.m. Friday and 8:30 a.m. to 2:30 p.m. Saturday, with results published for public review.
A rupture in a 16 inch water main last night near Lincoln Drive and 75th Street flooded streets with up to six hundred thousand gallons. Water service to the Scottsdale Hilton and about 30 nearby homes was cut off and expected to resume by noon. Limited service returned by 10:30 p.m. Fire units stood by and Lincoln Drive was briefly closed. Paradise Valley Water Co. officials blamed high pressure for the fracture and noted the line serves a primary transmission function.
Don Lagesse a cable repairman and Mountain Bell employee joins the Scottsdale city council race as the seventh official candidate. He cites citizen discontent with government and says he wants to ensure voters get value for their dollar. Lagesse has 18 years in Scottsdale and serves in civil air patrol and rescue roles. he is WWII veteran. Other announced candidates include James Bruner Martin Reifer David Conner Clane Cusack incumbent Billie Gentry and Vice Mayor Heinz Hink.
New York stocks fell broadly as investors grew worried about higher interest rates. The Dow Jones industrial average dropped 9.53 points to 822.85 by 2 p.m., following a 7.88 point decline to a 22 month low on Tuesday.
In Guadalajara, guards armed with night sticks reentered Jalisco state prisons after a two day rebellion. Warden Pedro Parra reported 14 inmates killed by fellow prisoners, all trusted inmates accused of abusing and extorting others. He said the trusty system is eliminated and cell guards are operating normally as order returns.
Elvaton Maryland police say a 16 year old boy, Stuart Kremer, was arrested in the stabbing deaths of three girls who vanished while playing and were found by a stream near their homes in Southgate. The bodies were recovered Monday in the Baltimore suburb.
Former Watergate prosecutor Archibald Cox urged the Supreme Court to uphold a University of California Davis medical school affirmative action program. He said minority admissions are necessary because other alternatives will not work. The Bakke case centers on race conscious admissions policies.
Panamanian leader Omar Torrijos will meet with President Carter at the White House to discuss the proposed Panama Canal treaty and the public debate surrounding the pact, according to a White House spokesman.
FBI reports a seven percent drop in the national crime rate for the first half of this year. Rapes rose eight percent and assaults four percent. While most large cities show lower overall crime, Houston shows an unexplained 12 percent increase.

An orientation at Yavapai School flags an expanded Scottsdale School District refugee program for adults 16 and older. The evening session outlines new survival skills topics, homebound services, and areas to be taught this year. The district budgets 46 400 for the program, up from 16 000 last year, with about 75 students enrolled last year and more expected.
