Paris becomes a junior member as France launches an 18 ton three stage rocket from the Sahara Desert carrying the 83.7 pound A Q satellite. France joins the space powers alongside the United States Russia Great Britain and Red China in moon mission capability.
Moscow reports the Cosmos 97 uncrewed satellite launched to collect information for future manned space missions. The mission marks another in the Soviet Cosmos series aimed at improving spacecraft guidance and Earth or lunar observation capabilities.
Walter Teague of New York, head of the committee to aid the National Liberation Front of South Viet Nam, says his group will fly Viet Cong flags at tomorrow's Washington protest. He notes several banners will be displayed beside the American flag, contrary to sponsors' rules.
Rhodesia Prime Minister Ian Smith suggested saboteurs from Zambia or allied forces caused the main power line explosion to Zambia. He accused Zambia of harboring such attackers amid regional tensions.

Former Scottsdale officer A. M. Shaver received a one year suspended sentence for stealing three saddles from the police property room. He faced up to a year in jail or three years in prison if convicted, and was found guilty of a misdemeanor theft by embezzlement. The judge was Kenneth Chatwin. Shaver testified the saddles were taken at the insistence of Sgt. Richard Kendall and Detective Robert Moughter. The saddles were not recovered.
Nancy Ahern reports a burglary at the Sweater Stable on West Fifth Avenue last night. Entry came through a rear window and unbarred door with merchandise including sweaters, knit suits, jackets, and dresses stolen. Police estimate loss at five to six thousand dollars. A separate report notes a man found ring theft at the Executive House rest room.
An outside agency survey of the Scottsdale police department priced at 9 500 dollars criticized communications and training but praised overall organization. It noted direct bypass of a captain by the chief, calls for more personnel and formal training, and urged a chief’s office by ordinance, a rules manual, and self development for ranks.
In Tucson a closed door preliminary hearing resumes for Charles Schmid 23 charged with murdering Gretchen Fritz 17 and Wendy 13. A second hearing will begin December 13 for the Rowe case with co-defendants facing sentencing December 20.
Two Tempe residents in serious condition at Scottsdale Baptist Hospital after a car motorcycle crash on Scottsdale Road. Injured: Fred Miller 23 driver and Jil Boffret 23 passenger. northbound motorcycle collided with southbound car driven by Nicholas Ungeran 59 of TAL Ts. Granada. Ungeran cited for failure yield right of way.

William Casey Marland 47 former West Virginia governor and later Chicago cab driver died at his Barrington Illinois home pancreatic cancer. He led West Virginia from 1952 to 1957 and later battled alcoholism and employment setbacks while living anonymously as a cab driver. He left cremation instructions and to have ashes spread in Kanawha County. He is survived by his wife Valerie and four children.
The 1966 Parada Del Sol queen event features a horsemanship competition Saturday at 10 a.m. in the rodeo arena at 2nd Street and Hinton Avenue. Eligibility requires ages 17 to 25, never married, and Valley of the Sun residents.
