Ten days of torrential rain stranded eight people in the Los Angeles region after floods swept cars near Palm Springs and Indio. Occasional showers provide brief relief though a new storm is forecast, threatening more floods as mud slides isolate mountain towns.
The United Nations general assembly main committee approved resolution 910 urging a world disarmament conference before 1967. The United States backs the plan in principle but resists including Red China in the talks.

The driver was in the wrong lane on a wet road just after 1 a.m. The crash also injured Hazel Gaughan 47. Castillow was jailed pending bond. Gaughan graduated from St. Francis Xavier High School and worked at Motorola. Funeral arrangements are pending.
Moscow reports Cosmos 96 launched aboard a Sputnik rocket marking the 56th satellite this year. The unmanned Cosmos series studies orbital conditions and weather data while Western observers note regular launches signaling Soviet rocket reliability.

He faced felony embezzlement charges over three saddles from the department last year with a possible suspended sentence. City court trial for James P Steel, 51, on selling benefit ball tickets without a city permit, was postponed until next month due to unavailable witnesses.

Allen Rosenberg leads as temporary president and director to integrate operations.
