North Vietnam seeks to freeze Saigon out of talks and build a coalition against the current government. Hanoi promotes an Alliance of National Democratic and Peace Forces to rally anti Saigon elements and merge with the NLF to form a coalition government in South Vietnam. The tactic runs alongside military pressure and propaganda to erode Saigon US ties and sway American allies. If bombing ends, Hanoi hints it will negotiate only with a South Vietnam government it approves.
