The army rebel chief who toppled Korea's government from a predawn coup rejected U.S. demands to restore Premier John M. Chang. He pledged civilian control once the revolution’s aims are met, signaling a staged return to orderly rule.
Governor Paul Fannin addressed a misunderstanding over a Utah governor’s drought inquiry. He said Arizona range conditions were discussed with livestock leaders and that serious Gila storage and flow issues exist in Pinal County, while urging no immediate concerted action.
The Phoenix streets department reports work west of Scottsdale in a disputed annexation zone. A survey of area streets is complete and maintenance trucks have filled buckholes on Tangerine Avenue with gravel and oil. Oil has been sprayed along shoulders of other unpaved streets in the area.

The buyers Mr and Mrs Randy Harrison of Santa Barbara Calif will continue the same merchandising policy and feature sport resort and business clothing. Harrison previously led a shop at Silverwoods in Santa Barbara.
Britain proposes a four point plan to neutralize Laos at the 14 nation talks in Geneva. The plan urges a Laos pledge to neutrality and non alignment and a conference declaration to respect that neutrality. The opening session was brief and boycotted by the Royal Laotian delegation amid disputed representation.
The Scottsdale School Board meets tonight at 7 30 to review plans for a new education center behind the current facility on North 44th Street. Mel Ensign and Company drew the plans and will seek final approval. no cost is set. The board will also discuss new personnel.
Attorney General Bob Pickrell said he will confer with Scottsdale lawyers to discuss intervening in Arcadia Phoenix annexation. He arranged a meeting with Arcadia attorneys Charles Duccy and Kelly Turner for Robert E. Rhoten who asked for intervention. Phoenix annexed a two block strip northwest of Scottsdale citing Motorola plant and Arizona Country Club as basis. Rhoten contends insufficient property was signed and the annexation crosses a prior Scottsdale annexation south of the canal.
Scottsdale had the second highest gas meter installations in the APS metropolitan division in April with 134 meters, followed by Phoenix 484 Tempe 84 and Glendale 83. The city ranked third in electric meter installations with 57 meters, behind Phoenix 190 and Glendale 85.
A spokesman for 19 craft unions pledged full cooperation with government efforts to preserve labor peace and speed missile base construction. Labor Secretary Arthur J. Goldberg began talks with labor and defense contractors to craft a no-strike agreement for missile sites. AFL-CIO Trades Dept head C. J. Haggerty praised cooperation. Senate investigators have accused strikes and slowdowns of delaying space progress.
Vice President Lyndon B. Johnson arrived in Bangkok from Hong Kong for a two day visit to Thailand. He spoke at the airport saying President Kennedy asked him to consult with leaders of free Asia and to listen to what needs to be done to deter communism in Southeast Asia.
The Garrett Corp AiResearch Manufacturing Division in Phoenix has won a contract to produce a small gas turbine engine for the Army’s new self contained Mauler surface to air missile.
A Scottsdale proposal to raise monthly salaries by about 5 percent divides job classifications into six pay steps based on experience and tenure. Police pay would rise from 20 to 40 dollars monthly by rank, with a new police captain starting at 550 dollars. Bookkeeper pay would increase from 345–440 to 400–500 dollars monthly.
Scottsdale seeks to bar Phoenix from negotiating for the Indian Bends Water Co on Scottsdale’s east side. Lawyers scheduled for 9 30 am before Superior Judge Yale McFate will press a motion claiming Phoenix acts are legislative in nature and cannot be enjoined. Scottsdale counters that an injunction is proper and Phoenix is not negotiating to buy the company.
Tempe building inspector and zoning director Paul M. Wykoff resigns after four years to accept a similar role in Prescott. He will work under Prescott city manager Art Bunger, who previously held that Tempe post, and is a 1950 Arizona State University graduate with four children.
Phoenix real estate leaders endorse a $103 million bond issue set for May 23. They cite city council promises not to raise the property tax rate if the bonds pass.
