President Johnson signed an emergency bill blocking a nationwide rail strike for 47 days delaying action beyond immediate settlement. In other dispatches, violence in Indonesia, disputed draft proposals, Vietnam combat losses, and disaster aid totals also appear from Washington Jakarta Saigon and Springfield reports.
Washington opened four days of hearings with backers of a plan to divert more river water to Phoenix and Tucson. Sen. Carl Hayden and Sen. Henry Jackson gave brief openings on the Interior Committee. Tucson senator Thomas Beaham died at St Marys Hospital at age 58 after a period of hospitalization.
Washington announced a 35000 troop reduction in West Germany starting next January, including 8000 combat troops and 70000 air and support personnel. The drawdown, amounting to about 15 percent of the 225000 US soldiers there, aims to save money while NATO allies gauge Soviet power and readiness.
The forecast shows a continued fair pattern with a rising temperature trend today through tomorrow. Breezy conditions this afternoon push highs near 80, with tonight’s low around 46 and tomorrow’s high in the mid 80s.

California education chief Dr. Max Rafferty, speaking at an Arizona Reading Reforms Foundation luncheon, urged states to ban public employee strikes including teachers. He argued teaching rewards should rely on logic and persuasion, not strikes, and criticized campus unrest and academic freedom abuses while noting his possible U S Senate bid contingent on funding.
Sen. Dave Kret and Rep. Sam Flake plan an education study of Scottsdale and Tempe districts to separate basic costs from education. The probe will examine district budgets and consider uniform accounting tied to computer systems, with May 2 as the completion target.
In Geneva America and Russia postponed the resumption of disarmament talks to May 18 from May 19. The aim is to reach prior agreement on a treaty banning the spread of nuclear weapons before resuming formal negotiations.
Scottsdale police and rural fire crews investigated arson after a blaze at 8307 E Weldon Ave caused about 7000 dollars in damage last night. Fire officials said the luggage trailer at the rear ignited the attic and roof, with a witness noting two youths leaving the scene with a burning object. Raymond Gilson reported the fire at 8 50 p m as six units fought the flames for two hours with no injuries.
Prime Minister Harold Wilson announced in the House of Commons that Britain would pursue joining the European Common Market despite French veto risk. He also plans entry into Euratom and the European Coal and Steel Pool, aiming for a straightforward negotiation path amid cabinet opposition.
