Secretary Melvin Laird told the Senate Armed Services Committee that U S troop reductions in Vietnam depend on North Vietnamese forces leaving South Vietnam. He warned it could take two more years to stabilize the military situation and criticized slow South Vietnamese training and equipment progress. He also said allied forces are not inflicting enough Communist losses to sustain the antiguerrilla effort.
