CIA chief cites limits on collecting data on Americans
Director William Colby told a House committee there are many ways the CIA has compiled intelligence files on U.S. citizens over 27 years. Rep. Bella Abzug released her CIA file and accused surveillance of mail. Colby said some material should not be there but some is legitimate. He said mail surveillance of Abzug has ended and denied mass domestic spying, noting some files have been destroyed and that post-1973 directives limit citizen files to foreign intelligence or employment purposes.
