Welfare repeal may ride Johnson report into Congress
Senator Harris and fellow liberals plan to use a top priority bill to repeal last year's public welfare restrictions by April 1. The effort hinges on aligning the welfare repeal with the first major Senate bill, while the administration eyeing extended excise taxes may block other paths. The debate follows the Johnson antiriot commission findings urging swift removal of welfare curbs amid ghetto conditions.
