The vote 59 to 0 occurred shortly after noon today as the Senate passed the measure 30 0 on Wednesday. The bill 34 moves to Gov Raul Castro who indicated he would sign it. If not signed by Friday midnight penalties of $8 per vehicle apply to overdue 1975 fees, prompting legislators to extend the deadline to avert penalties.
